The Arkansas Department of Environmental Quality (“ADEQ”) Office of Land Resources (“OLR”) released a notice describing both its formation and the identity/background of its Senior Managers.

The OLR announcement states by way of summary that it was created:
… in order to help us better fulfill our mission of protecting, enhancing, and restoring the priceless land assets in the Natural State.
The announcement states that OLR’s formation is a part of the agency’s overall general reorganization. Note that the other two environmental media divisions include the Office of Air Quality and Office of Water.
OLR is stated to combine:
… the former divisions of solid waste, hazardous waste, mining, and regulated storage tanks under one roof. While each of these former divisions will retain its individual identity and strengths, sharing common resources and staff will help streamline our processes. Further, the merger will help to provide greater opportunities for us to work closely with the regulated community and the public to foster the state’s goals of industry growth, while ensuring environmental protection.
The four sections referenced in the announcement are:
- Regulated Wastes Program
- Petroleum Tanks Program and Enforcement
- Mining Program and Administration
- Compliance and Emergency Response Programs
Biographical information for OLR personnel are provided and include:
- Tammie Hynum, Senior Manager – Regulated Waste Program
- Joe Hoover, Senior Manager – Petroleum Tank Program and Enforcement
- James F. Stephens, Senior Manager – Mining Program and Administration
- Scott McWilliams (described as responsible for supervising all compliance within what were formerly the divisions of Regulated Storage Tanks, Mining, and Solid Waste.
The Compliance and Emergency Response Programs Senior Manager position is currently vacant but expected to be filled in the near future.
