The Arkansas Department of Environmental Quality (“ADEQ”) Office of Land Resources has published a Petroleum Tank Program and Enforcement Personnel Chart (“Chart”).
Danny Murdaugh of Pollution Management, Inc. passed along a copy of the Chart.
As previously noted, ADEQ has allocated the previous environmental media and regulatory divisions into three “Offices” (i.e. Air, Water and Land Resources) http://www.mitchellwilliamslaw.com/arkansas-department-of-environmental-quality-reorganization-update-1.
The Office of Land Resources includes the former Regulatory Storage Tank Division (“RSTD”). RSTD has been responsible for a number of storage tank related programs such as:
- Implementation of the federal Resource Conservation and Recovery Act Underground Storage Tank Regulations
- Licensing of Underground Storage Tank Contractors
- Operation of the Arkansas Petroleum Storage Tank Trust Fund
As previously noted, Tammy Harrelson is the Associate Director of the Office of Land Resources. However, the Chart outlines the various other managerial and staff positions in what is known as “Petroleum Tank Program and Enforcement” (“PTPE”).
Joe Hoover is designated as the Senior Manager of PTPE. He was formerly Chief of the RSTD. Branch Chiefs include:
- Technical Branch Manager, Daniel Clanton
- Programs & Enforcement, Lynda Perry
- Petroleum Storage Tank Trust Fund Administration, Wanda Paes
Ms. Perry’s branch (Programs & Enforcement) includes:
- Underground Storage Tank Contractor/Individual Licensing
- Underground Storage Tank Operators Certification and Training
- Enforcement
