Wastewater Enforcement: Oregon Department of Environmental Quality Notice of Civil Penalty Assessment/Order Addressing Portland Food Processing Facility

The Oregon Department of Environmental Quality (“ODEQ”) issued a June 25th Notice of Civil Penalty Assessment and Order (“Notice”) to Yoshida Foods International, LLC (“YFI”) addressing an alleged unpermitted discharge of wastewater. See Case No. WQ/I-NWR-2026-546.
The Notice provides that YFI operates a food processing facility in Portland, Oregon.
ORS 468B.050(1 )(a) prohibits the discharge of any wastes to waters of the state without a permit authorizing such discharge.
YFI is stated to have not had a permit issued by ODEQ authorizing a discharge of wastewater to waters of the State.
The YFI facility is alleged to have discharged wastewater generated from its food processing operations to an unnamed tributary of the Columbia Slough on January 2, 2026. This is stated to violate ORS 468B.050(1 ).
The Notice proposes to assess a civil penalty of $12,000.
YFI is provided the opportunity to request a hearing addressing this allegation.
