The United States House of Representatives Energy and Commerce Committee reported out H.R. 2145 titled “The Recycling Infrastructure and Accessibility Act (“RIAA”).
The RIAA moves to the full House of Representatives for consideration.
The RIAA was introduced by Representative Mariannett Miller-Meeks (R-IA) and Mikie Sherrill (D-NJ).
The legislation requires the United States Environmental Protection Agency (“EPA”) to establish a pilot program to improve recycling accessibility in communities where there is not more than one recycling materials recovery facility within a 75 miles radius of that community.
EPA would award grants to eligible entities to improve access to recycling systems in undisturbed areas. These include rural communities.
Eligible entities would include:
- States
- Local governments
- Indian tribes
- Public-Private partnerships
Projects eligible for funding would include:
- Increasing the number of transfer stations
- Expanding curbside recycling collections programs where appropriate
- Leveraging public -private partnerships to reduce the costs associated with collecting and transporting recyclable materials in underserved communities
