The Multi-State ZEV Task Force (“Task Force”) released a July 2022 report titled:
Multi-State Medium- and Heavy-Duty Zero-Emission Vehicle Action Plan (“Report”)
The Task Force is a coalition of 17 states, Washington, D.C., and Quebec which are stated to represent:
- 43% of the United States population
- Almost 50% of the United States economy
- 36% of the United States medium- and heavy-duty vehicles
The Report is described as an “action plan” to address diesel exhaust pollution and greenhouse gas emissions through the acceleration of the transition to zero-emission trucks, vans, and buses.
The Report includes 65 strategies and recommendations directed to policy matters. The objective is stated to include the rapid and equitable acceleration of electric truck and bus adoption. Strategy and recommendations fall into categories such as:
- Vehicle sales and purchases requirements (i.e., the Advanced Clean Trucks regulation)
- Vehicle and infrastructure purchase incentives
- Utility investment and charging infrastructure
- Innovative financing mechanisms
- Workforce development programs
- Deployment of public charging in communities and along travel corridors
Besides the introduction, the Report’s sections address:
- Section II (Need to ensure just/equitable transition to zero-emission vehicles including principles to guide states as they engage with overburdened/underserved communities and workers)
- Section III (Action needed to accelerate market transformation to protect public health [especially in frontline and overburdened communities], and to maximize/equitably distribute the economic benefits)
- Section IV (Overview of the developing MHD ZEV market focusing on transit buses, school buses, and commercial fleets)
- Section V (Sector-wide opportunities which include advances in technology, declining battery costs, and favorable economics, along with a discussion of barriers)
- Section VI (Strategies recommended for state policymakers and key partners to support the rapid, equitable, and widespread deployment of MHD ZEVs)
- Appendix (Recommendations for local and United States federal government policymakers to accelerate the transition to MHD ZEVs)
