Clean Water/Drinking Water State Revolving Funds: 37 State and National Organizations Letter to the Chairs of the United States House of Representatives and the United States Senate Appropriation Committees Regarding Funding Clean Water and Drinking Water State Revolving Funds

The 37 state and national organizations with interest in water and wastewater projects sent a letter to the Chairs of the House of Representatives and Senate Appropriation Committee addressing state revolving funds.
The February 20th letter was addressed to the following:
- The Honorable Mike Simpson.
- Chairman U.S. House Appropriations Subcommittee on Interior, Environment and Related Agencies Washington, D.C. 20515.
- The Honorable Lisa Murkowski.
- Chair U.S. Senate Appropriations Subcommittee on Interior, Environment and Related Agencies Washington, D.C. 20510.
- The Honorable Chellie Pingree.
- Ranking Member U.S. House Appropriations Subcommittee on Interior, Environment and Related Agencies Washington, D.C. 20515.
- The Honorable Jeff Merkley.
- Vice Chair U.S. Senate Appropriations Subcommittee on Interior, Environment and Related Agencies Washington, D.C. 20510.
Several of the water-related organizations executing the letter included:
- American Water Works Association.
- Association of Clean Water Administrators.
- Association of Safe Drinking Water Administrators.
- Environmental Council of the States.
- National Association of Clean Water Agencies.
The organizations requested that as the Committees begin the appropriation process for fiscal year 2026, that full funding of the clean water and drinking water state revolving funds be funded at Congressionally authorized levels of $3.25 billion for each program for each fiscal year.
The rationale for this request included:
- Clean water, safe water is essential to human health.
- The demand for affordable state revolving fund financing has increased exponentially in recent years.
- Drinking water, recycled water, wastewater, and stormwater utilities face a funding cliff.
