The United States Energy Information Administration (“EIA”) issued on May 17th the Annual Energy Outlook 2016 (AEO 2016) Early Release (“Outlook”).
The Outlook features two cases:
- The Reference case
- A case excluding implementation of the U.S. Environmental Protection Agency Clean Air Act Clean Power Plan
EIA states that the full version of AEO 2016 (including additional cases and discussion) will be released on July 7th. The two cases that are discussed in the Outlook are described as:
- Reference case:A business-as-usual trend estimate, given known technology and technological and demographic trends. The Reference case assumes Clean Power Plan (CPP) compliance through mass-based standards (emissions reduction and metric tomes of carbon dioxide) model using allowances with cooperation across states at the regional level, with all allowance revenues rebated to ratepayers.
- No CPP case:A business-as-usual trend estimate, but assumes that CPP is not implemented.
EIA issued a set of 61 slides that can be obtained here that discuss the Outlook and note the additional information that will be provided in the full July 7th report.
