Air Enforcement: New Mexico Environment Department Notice of Violation Addressing Rio Arriba Compressor Station

The New Mexico Environment Department (“NMED”) issued an August 10th Notice of Violation (“NOV”) to Harvest Four Corners, LLC (“HFC”) for alleged violations of an air permit and the New Mexico/federal regulations. See EPCEB Air Case No. HFC-1002-2201.
The NOV addresses the El Cedro Compressor Station located in Rio Arriba County, New Mexico.
An NMED air compliance inspector is stated to have performed a site visit at the Station on September 9, 2022 for a full compliance evaluation which included a review of records and reports submitted to the Air Quality Bureau Compliance Reporting application, as well as records requested by the inspector.
The following violations are alleged:
- Failure to monitor the catalyst inlet temperature and pressure differential of catalytic converters on engine units 18 and 18a.
- Failure to continuously monitor the stabilizer operating pressure and stabilizer bottoms temperature during stabilizer operations from June 3, 2022, to July 21, 2022.
- Failure to revise or modify the construction permit before replacing engine unit number 16.
- Failure to conduct an annual performance evaluation or audit of the continuous parameter monitoring system (CPMS) in 2020 on engine units 18 and 18a.
- Failure to submit an emissions test report within 30 days of completing a test on engine unit 18a.
The NOV requests that certain information be provided such as:
- A description of the cause of the violation;
- Documentation of steps taken or to be taken to prevent the recurrence of the violation.
