The Missouri Department of Natural Resources (“MDNR”) and River Cement Company d/b/a Buzzi Unicem USA (“RCC”) entered into a July 7th Administrative Order on Consent (“AOC”) addressing an alleged violation of an Air Permit. See Order No. APCP-2025-016.
The AOC provides that RCC owns and operates a cement storage, transfer, and distribution terminal in St. Louis, Missouri.
The MDNR’s St. Louis Regional Office is stated to have conducted on February 22, 2024, an investigation at the facility. It is stated to have determined that from roughly 1:00 AM to roughly 2:10 AM a pressure valve malfunction caused a silo to fill beyond capacity during the barge unloading process.
As a result, approximately three to five tons of cement dust was emitted. A significant amount of cement dust travelled approximately a quarter of a mile northeast, landing on the property of Valvoline. Cement dust is also stated to have settled on vehicles and other structures located in the immediate vicinity.
RCC submitted data regarding conditions which resulted in excess emissions in accordance with 10 CSR 10-6.050 "Start-Up, Shutdown, and Malfunction Conditions." In addition, RCC sent crews to help clean the neighboring facilities, cars, and other affected ~ areas in the neighborhood.
The AOC assesses a civil penalty of $4,156.25.
