The Missouri Department of Natural Resources (“MDNR”) and Quickrete Companies, LLC (“QC”) entered into a May 12th Administrative Order on Consent (“AOC”) addressing an alleged violation of an Air Permit. See No APCP-2025-026.
The AOC provides that QC owns and operates a dry mineral products mixing and packaging plant in Saint Louis County, Missouri.
The facility is stated to operate pursuant to Operating Permits and Intermediate Operating Permit No. OP2018-043. The Permit is quoted as stating that the facility must file a complete application for renewal of the Operating Permit at least 6 months and no more than 18 months prior to the date of Permit expiration.
QC’s Intermediate Operating Permit is stated to have expired on May 21, 2023. MDNR did not receive a complete renewal application for the Intermediate Operating Permit until December 9, 2022. Therefore, the application is stated to have not been deemed complete until December 9, 2022, because the associated application filing fee was not submitted with the application. The facility is stated to have been operating without a valid permit as of November 22, 2022.
A civil penalty of $3,750.00 is assessed. Further, the facility is required to continue to operate under the Intermediate Operating Permit No. OP2018-043, subject to all permit conditions, until the new operating permit is issued.
