The Mississippi Commission on Environmental Quality (“MCEQ”) and Cottonseed Co Op Corporation (“CCC”) entered into an October 25th Agreed Order (“AO”) addressing alleged violations of a Title V Operating Permit. See Order No. 7375-24.
The AO provides that CCC operates a cottonseed oil mill (“Facility”) in Jonestown, Mississippi.
The Facility operated pursuant to a Title V Operating Permit (“Permit”).
The Facility allegedly committed the following violations of the Permit:
- Exceeded the compliance ration of 1.00 from December 2020 through November 2022 in violation of Condition 3.B.15.
- Failed to conduct stack testing on the cyclones during the Permit issued by the MCEQ Board on June 11, 2013 with an expiration date of May 31, 2018 in violation of Condition 5.B.1.
CCC is stated to have ceased operations on January 30, 2023, related to seed processing and solvent extraction at the Facility.
CCC is stated to have submitted on July 12, 2024, to the Mississippi Department of Environmental Quality a True Minor Determination and a request to withdraw its Title V Operating Permit renewal application. The Facility demonstrated that emission point AG-000 is currently disconnected and unable to operate.
The Mississippi Department of Environmental Quality determined on August 5, 2024, that the Facility was a True Minor Source and administratively withdrew the Title V Operating Permit.
A civil penalty of $57,400.00 is assessed.
