The Arkansas Department of Energy and Environment - Division of Environmental Quality (“DEQ”) and SAF-Holland, Inc. (“SAF”) entered into a January 8th Consent Administrative Order (“CAO”) addressing an alleged violation of an Air Permit. See LIS No. 25-001.
SAF is stated to own and operate a facility that produces truck suspension systems in Dumas, Arkansas.
The facility operates pursuant to an Air Permit.
DEQ is stated to have conducted a compliance inspection at the facility on January 4, 2024. The inspection covered the reporting period of October 2021 through November 2023.
The inspection is stated to have determined that the facility failed to maintain the required 12-month rolling totals and each induvial month’s data from October 2021 through December 2022, violating Specific Condition 8 and General Condition 5 of the air Permit. Further, the inspection is stated to have determined that SAF failed to maintain records of which materials was used at each source of the facility as required by Specific Condition 9 of the Air Permit – therefore constituting a violation.
The inspection is also stated to have determined that the facility failed to maintain the 12-month rolling totals and each individual month’s data for SN-02, SN-03, SN-04, SN-06, SN-07, and SN-08 from October 2021 through November 2023, therefore violating Specific Condition 10 and General Condition 5 of the Air Permit.
SAF neither admits nor denies the factual and legal allegations contained in the CAO.
Within 30 calendar days of the effective date of the CAO, SAF is required to submit the records required by Specific Condition 8 of the Air Permit on a monthly basis for a period of 3 months. SAF is required to submit documentation of which material was used at each source and the VOC or HAP content for each material. In addition, within 30 calendar days of the effective date of the CAO, SAF is required to submit the records required by Specific Condition 10 of the Permit on a monthly basis for a period of 3 months.
A civil penalty of $16,800.00 is assessed.
