2026 Funding Levels for Key Water Appropriations: Association of Clean Water Administrators Chart

The White House released the FY2027 President’s Budget Request last week.
The Association of Clean Water Administrators (“ACWA”) states that the budget request for the United States Environmental Protection Agency (“EPA”) is $4.203 billion.
ACWA describes itself as the national voice of state and interstate water programs.
ACWA also notes that:
… Many of the categorical grants were reduced to zero, including Wetland Program Development Grants, Section 319 Grants, and Section 106 Grants. Similar to the President’s Budget Request, the largest cuts appear to target funds for state environmental programs and state revolving funds.
Overall, funding for EPA constitutes approximately a 50% decrease.
Of particular note from a water perspective is the proposed reduction in Drinking Water and Clean Water State Revolving Funds by over 90%.
EPA issued an FY2027 Budget in Brief which contains:
- Summary Resource Charts.
- Goal and Objective Overviews.
- Appendices.
A particular focus of the budget is “Goal 4: Make America the AI Capital of the World.”
