Professional Experience

Betty is a member of the Federation of Regulatory Counsel, and past Chair and Director, currently serving as an officer of the organization. Her areas of specialty are insurance regulatory matters, including insurance company transactions, health insurance and managed care, and selfinsured employee health benefit plans and other health law applications. She is the General Counsel for the Texas Health Insurance Risk Pool, advising the Pool Board of Directors on health insurance matters and requirements for Open Meetings and Public Information. She has represented health insurance companies writing individual policies, association group coverage and small and large employer coverages. She has also represented many third party administrators, agents and Multiple Employer Welfare Arrangements, in obtaining and maintaining licenses with the Texas Department of Insurance.
