The Rubber Manufacturers Association (“RMA”) has issued a reported titled 2015 U.S. Scrap Tire Management Summary (“Report”).
RMA is the national trade association for tire manufacturers in the United States.
The Report concludes that approximately 70 million scrap tires remain to be removed of the more than one billion that existed in 1990.
An RMA news release also notes:
Approximately 70 percent of the remaining tires are stockpiled in just two states – Colorado (31 million) and Texas (17 million). Seven additional states – Arkansas, Illinois, North Carolina, Ohio, Pennsylvania, Virginia and Washington – account for almost 12 million additional stockpiled tires combined. (Emphasis added)
RMA states that effective state scrap tire management laws and programs advocated by the organization have “produced a remarkable environmental success story.”

The State of Arkansas has had a waste tire regulatory program for many years. The program is funded through fees placed on the purchase of new tires and collected by tire dealers for the Arkansas Department of Finance and Administration.
The proceeds are funneled into a grant program administrated by the Arkansas Department of Environmental Quality (“ADEQ). The funding is transferred to waste tire management districts throughout the State. These districts implement various facets of waste tire management – collection, transportation, recycling, disposal and abatement projects.
ADEQ plays an additional role in scrap tire management by issuing permits for waste tire facilities and licensing operators for waste tire processing facilities and waste tire transporters.
