Professional Experience

Lynda Englehart concentrates in education, health care, environmental issues, revenue and taxation including budget and personnel matters, insurance and commerce, agriculture, economic development, state agencies, constitutional issues, and judicial affairs in the public policy arena.

Before joining the firm she worked in the Bureau of Legislative Research for the members of the Arkansas General Assembly for 16 years, where at the request of state legislators, she managed projects in all subject areas that varied from policy research and development to speech writing and constituency services. As the first aide on the Bureau's legislative staff to be assigned to a Speaker of the House, Lynda's work in that role led to the establishment of the House of Representatives' Office of Constituency Services.

Lynda was also the first legislative staff person assigned to the Women's Caucus in 1992 where she remained until 2006. She orchestrated the formation of the Arkansas Legislative Sportsman's Caucus, and assisted with rule changes that were intended to preserve institutional memory and anticipate the short-term and long-range effects of term-limits.
