The United States Environmental Protection Agency (“EPA”) Office of Inspector General (“OIG”) issued a June 7th Project Notification announcing plans to evaluate EPA’s Clean Air Act Inspector Training Program.
OIG states the objective of the evaluation is to determine whether EPA Clean Air Act inspectors have met all training requirements.
The apparent reason for the evaluations is stated to be the results of a 2013 OIG evaluation report addressing EPA’s risk management program inspectors. An evaluation report found one-third of those inspectors received inspector credentials without documentation indicating they met minimum training requirements.
OIG states that it plans to review applicable laws, regulations, policies, procedures and guidance related to Clean Air act inspector training and credentialing during the preliminary phase of the evaluation. Subsequent interviews of staff in the EPA Office of Enforcement and Compliance Assurance, the Office of Administration and Resources Management, and in selected regions will take place. It also plans to sample and review documentation of selected inspectors and their supervisors.
