The Arkansas Department of Environmental Quality (“ADEQ”) has issued public notice of availability of proposed Total Maximum Daily Load (“TMDLs”) for the Cache River, Bayou DeView River Watershed and L’Anguille River.
A TMDL is a written, quantitative plan or analysis for obtaining and maintaining water quality standards in all seasons for a specific waterbody and pollutant. Section 303 of the Clean Water Act requires each state to identify those waters within its boundaries for which the technology-based effluent limitations required by the federal statute and defined by United States Environmental Protection Agency are not stringent enough to obtain the applicably water quality standards.
The TMDLs for the Cache River and Bayou DeView River Watershed are for total dissolved solids and lead.
An addendum to the TMDL for turbidity and fecal coliform for the L’Anguille River is also proposed.
ADEQ is also proposing an update to the applicable Water Quality Management plans to include the requirements provided in the TMDLs for each facility listed in the notice in accordance with 40 CFR 130.6(c)(1) and 40 CFR 130.7(d)(2).
