Governor Asa Hutchinson announced on November 21st that Kimberly Lindsey O’Guinn has been appointed to serve as an Arkansas Public Service Commission (“PSC”) Commissioner.
Ms. O’Guinn replaces Commissioner Lamar Davis, whose term expires next month.
Ms. O’Guinn has served for 16 years at the Arkansas Department of Environmental Quality (“ADEQ”). Her service at that agency included a number of years as an Environmental Engineer in the Air Division. She currently serves as Director of ADEQ’s Communications.
Ms. O’Guinn is a native of Little Rock, Arkansas and earned her Bachelors of Science Degree in Environmental Engineering from the University of Oklahoma. She was designated a National Aeronautics and Space Administration Space Grant Consortium/NASA EPSCoR fellow. She subsequently served as an Environmental Engineer at the Oklahoma Department of Environmental Quality.
The PSC regulates the intrastate rates and services of the public utilities in Arkansas. The regulated utilities include electricity, natural gas, water, telephone and pipeline safety services. The PSC’s Tax Division determines ad valorem assessments for property tax purposes on public utilities and carriers including telecommunications providers, electric, gas and water utilities, pipeline companies, railroads, airlines, barge lines, cable television providers, motor carriers and bus lines.
