The Arkansas Department of Environmental Quality (“ADEQ”) has issued a personnel chart (“Chart”) for the Office of Water Quality (“OWQ”).
The OWQ is one of the three new “Offices” encompassing the former environmental media “Divisions” in the agency’s reorganization.
As previously noted http://www.mitchellwilliamslaw.com/arkansas-department-of-environmental-quality-personnel-moves-caleb-osborne-named-associate-director-office-of-water-quality, Caleb Osborne heads the OWQ as Associate Director. The Chart lists John Bailey as the Senior Operations Manager of the OWQ.
Three branches under Mr. Osborne include:
- Administrative Management - Position Vacant
- Enforcement – Richard Healey – Branch Manager
- Water Quality Planning – Sarah Clem – Branch Manager
Apparently reporting to John Bailey are branches referenced as:
- Compliance – Jason Bolenbaugh – Branch Manager
- Permits – Position Vacant
Wastewater Licensing is a part of the Enforcement branch and the NPDES and No-Discharge sections are encompassed by the Permits branch. Further, the ADEQ inspectors (including oil and gas) are encompassed by the Compliance branch.
