Ms. Tammie J. Hynum undertook a presentation at the Arkansas Environmental Federation Convention titled ADEQ Office of Land Resources (“Presentation”).
Ms. Hynum serves as the Acting Sr. Operations Manager (Regulated Waste Programs) in the Arkansas Department of Environmental Quality (“ADEQ”) Office of Land Resources.
Ms. Hynum’s presentation addressed subjects such as:
- Roles & Responsibilities
- Helpful Hints
- Permitting Practices
- Compliance Practices
The Presentation addressed the various regulated waste programs noting the personnel classification such as:
- Technical - Geologists/Geologist P.G.s/Risk Assessors
- Engineer – Engineers/Engineer P.E.s
- Compliance Monitoring – Hazardous Waste/Solid Waste/Tanks and Mining Inspectors
Senior managers were noted and included:
- Technical – Jay Rich
- Engineer – Annette Cusher
- Compliance Monitoring – Scott McWilliams
The permitting programs including the review process for both hazardous waste and solid waste was addressed. Goals noted included:
- Efficient quality reviews
- Timely reviews
- Open communication with facility
- Timely issuance of permits
An emphasis was placed on communication with the agency in the event of new operations or additional waste streams.
Regulated Waste Programs (solid waste and hazardous waste) facilities that are permitted were identified such as:
- Landfills
- Composting
- Transfer stations
- Waste recovery
- Waste tire processing
- Treatment storage and disposal facilities
“Helpful Tips” included:
- Communicating about a waste stream or testing protocol
- Communicating about reporting requirements
- Utilizing exit briefing and written reports to ask questions and obtain clarity
- Undertaking measures between the time of inspection and receipt of the written ADEQ report to provide the agency with necessary information
The Presentation also addressed “Frequently Asked Questions” such as:
- Can Generators treat in tanks or containers without a Permit?
- If my generator status changes, do I have to re-notify ADEQ?
- If the weather forecast is clear, do I have to maintain run-on and run-off control measures?
- Can I take “X” waste at my Class I landfill?
- Do I have to replace single-walled piping with double-walled piping?
- What is the deadline for the new federal regulatory revisions for petroleum underground storage tanks?
- Do I need a permit to mine?
The Presentation concluded with an ADEQ “Look Ahead” noting:
- More efficiency and effectiveness
- Additional Streamlining and expediting permitting process
- Enhanced electronic permitting
- Additional Streamlining and expediting inspection process
